Bayani Enriquez has happy childhood memories of swimming and fishing in Laguna de Bay in the 1980s. Now, the lake is weighed down by shanties, fish pens, illegal reclamation, industrial pollution, sewage and sedimentation. The challenge is how soon the government can implement its rapid rehabilitation plan before things get worse.
