    Foreign Affairs Undersecretary Enrique Manalo yesterday said efforts to come up with a Code of Conduct in the South China Sea (COC) by yearend would be part of the agenda in the Association of Southeast Asian Nations (Asean) summit which will be hosted by the Philippines this year. Manalo, however, clarified that the decision of the Permanent Court of Arbitration favoring the Philippines in China’s blanket territorial claim on South China Sea would not be discussed because that was “already part of the law.”
