Illegal fishers are getting creative. So must the authorities. The Bureau of Fisheries and Aquatic Resources (BFAR) bared a new measure to combat illegal fishing. It called the strategy "market denial". "Market denial" was one of the "doable actions" that BFAR-6 and the provincial government agreed to implement, said Banias whose office is overseeing the Bantay Dagat.
