    In less than six months since the start of drafting the Implementing Rules and Regulations (IRR) for the Philippine Fisheries Code of 1998, as amended by Republic Act 10654, it is now ready for signing. Agriculture Secretary Proceso J. Alcala is expected to sign the IRR any time before September 24, the last day of the six-month period which the law set for the promulgation of the IRR. To fully implement the Amended Fisheries Code, the IRR lays down the guidelines on the enforcement of various fisheries conservation measures.
