    After being chased away by a Chinese Coast Guard vessel from the Scarborough Shoal days earlier, fisherman Gil Bauya and his crew of eight were sailing home when they passed a fishing boat anchored off the rich fishing ground. Emboldened, he deployed four small vessels to investigate the area. They were also the first fishermen from Pangasinan allowed back to the contested waters, shortly after President Duterte visited China and silently brokered a peaceful, albeit unspoken agreement to allow Filipino fishermen back into the traditional fishing area
