    The Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) in Cavite is calling for a unified fisheries ordinance that will remove the municipal boundaries that limit the movement of small fishermen in the province, which they blamed on the alleged “repressive” fishing ordinance under Republic Act 10654 or the Amended Fisheries Code. Pamalakaya-Cavite said that the zoning ordinance provision of the RA 10654 restricts municipal fishermen from fishing beyond the 15-kilometer municipal waters, despite having their boats licensed and registered in the province.
