    ‘Why are there still dredging vessels operating in Manila Bay despite the supposed suspension of reclamation projects?” The national fishermen’s federation Pambansang Lakas ng Kilusang Mamamalakaya ng Pilipinas (Pamalakaya) asked the question in response to President Marcos’ order to the Coast Guard (PCG) to board and inspect dredging vessels operating at Manila Bay reclamation areas. “It only means that some reclamation [activities] continue in Manila Bay despite the study that proves its adverse effect [to the environment and livelihood of fishermen],” Fernando Hicap, Pamalakaya chairman, said in a statement.
