dc.descriptionWestern Visayas is at risk of becoming a ground zero for the exploitation of migrant fishers, as bared by the Environmental Justice Foundation (EJF) in a recent report by this paper. Of the 200 documented cases of forced labor and human trafficking recorded nationwide, 46 come from Antique, Capiz, Guimaras, and Iloilo — a big share that should alarm every provincial leader in the region. This situation is a product of long-standing vulnerabilities: rural poverty, aggressive recruitment tactics, weak regulatory oversight, and the normalization of abusive working conditions in commercial fishing. For many men in coastal barangays, joining distant-water fleets is one of the few available pathways to lift their families out of hardship. But instead of opportunity, too many end up trapped in conditions bordering on modern-day slavery — working 20 to 22 hours a day, deprived of food and clean water, unpaid for months, and even returning home sick or in coffins.en
