    With the country apparently helpless in stopping Chinese encroachment on its fishing grounds, National Security Adviser Clarita Carlos is proposing the establishment of regional fishing rules and regulations in the South China Sea that she said would ensure food security. “Fish is the most important resource there. Our food security is at stake,” she told dzBB in Filipino yesterday. Carlos said she is currently writing a book on her proposed regional regulatory fishing agreement that can benefit all claimant countries in the South China Sea.
