    We pity the residents of Caluya, Antique displaced by the oil spill there. Those whose livelihoods depend on the bounties of the sea – fishermen, shellfish gatherers, sea grass farmers, ambulant and market stall fish vendors – are out of work. How can they feed their families? And there are hundreds of them! They should be eligible for the emergency employment program of the Department of Labor and Employment, specifically its cash-for-work scheme.
