    Excerpt
The Philippine Coast Guard said complaints will be filed against the captain and operator of the passenger motorbanca or MB Princess Aya that capsized in Binangonan, Rizal due to super typhoon "Egay", resulting in 27 people dead and possibly more. In an interview, PCG spokesperson Rear Admiral Armand Balilo said authorities are now investigating the incident and will also look into the actions of the PCG personnel in the area, including the reason why the boat was allowed to sail even when it was"overloaded."
