There is a need to keep a tight and continuous watch in the estuarine areas at the mouth of the Cagayan River and nearby water tributaries in Abra and Ilocos to protect the "most expensive fish" called ludong or president's fish. The Bureau of Fisheries and Aquatic Resources (BFAR) made the statement on Thursday, September 28, noting that ludong, based on studies, lays eggs in estuarine areas and not in the sea.
