    Noting there is strength in numbers, Defense Secretary Gilberto Teodoro Jr. on Tuesday night reminded fishers not to sail solo off Scarborough Shoal in the West Philippine Sea. Teodoro made the advice as fishers said they were driven away by China Coast Guard personnel while they were gathering seashells in the sandbank. No Philippine Coast Guard (PCG) and Bureau of Fisheries and Aquatic Resources (BFAR) personnel were present when the incident occurred in the low-tide elevation known as Panatag Shoal and Bajo de Masinloc.
