The House of Representatives has passed a bill seeking to create an agency that would supervise the conservation of waters and fishery resources in the Manila Bay area. House Bill 10158, which passed on Wednesday's plenary session, will establish the Manila Bay Aquatic Resources Management Council (MBARMC), which will act as the sole authority to manage, control and supervise the Manila Bay.
