After hearing complaints of dwindling catch in municipal waters along Zambales coast, Governor Hermogenes E. Ebdane Jr. urged marginal fishermen here to form cooperatives and avail of funds from the provincial government for sustainable fishing methods and increased livelihood. “Don’t go back to marginal fishing—that would get you nowhere,” Ebdane told fishermen here during an impromptu community dialogue last Friday afternoon.
