Secretary Manny Piñol identified a number of provinces that the Department of Agriculture will provide speedy aid in speeding up poverty alleviation and wealth creation. This is good and I think few will disagree with the plans. Occasionally a contrary voice speaks out to provide a different, and upon close scrutiny, a better perspective. There will be a lot of them in many provinces, not just in 10 or 20 so-called poorest provinces.
