    Cebu water stakeholders are pushing for the building of dams as a long-term solution and the construction of 11 desalination plants as a medium-term response to the water crisis. This was the action plan agreed upon during the recent first Cebu Water Summit with government and non-government agencies, experts, the academe and the private sector to implement structural solutions., over-extraction of groundwater, nitrate contamination and other factors that may bring about a water shortage.
