    The Environmental Compliance Certificates (ECCs) for land reclamation projects granted by the Department of Environment and Natural Resources (DENR) are above board and proponents of the projects have complied with the provisions of the environmental impact system (EIS) law, a former Director of the Environmental Management Bureau (EMB) said. William P. Cuñado, who retired in March, told the BusinessMirror that land reclamation projects went through a tedious process. As the former Director of the EMB, it is within his authority to grant the ECCs sought by project proponents.
