A cargo ship capsized off Surigao del Norte province in southern Philippines on Friday and its 23 crew members were rescued by a passing boat, the Coast Guard reported. The Coast Guard, quoting Robert Espino, the captain of the ill-fated LCT Pacifica, said the cargo ship was battered by huge waves between Hinatuan Island and Bucas Grande Island and eventually capsized.
