Most fishermen from the coastal village of Cato no longer fish in the Scarborough Shoal in the West Philippine Sea (WPS), according to village chief Napoleon Domalanta. "In fact, there is only one boat now that goes there regularly," said Domalanta in a telephone interview on Thursday, September 28.
