Despite the presence of the Philippine Coast Guard (PCG) in the area, fisherfolk from this Western Pangasinan town remain hesitant to fish at the Scarborough Shoal in the West Philippine Sea (WPS). Erick Naboa, president of Cato Infanta Fishermen Association Inc., said that going to the shoal these days is a gamble because “there may be Chinese Coast Guard guarding the entrance of the shoal that prevents Filipinos from fishing at the shoal.”
