    Foreign ministers from the Association of Southeast Asian Nations (Asean) met for an annual retreat last week in the Cambodian capital Phnom Penh. This is the first time that the Asean foreign ministers gathered on an in-person interaction since the pandemic started in 2020. For the past two years, ministerial meetings are regularly held via video conference call, or a hybrid video call with limited in-person attendance.
