    Most of the time, snubbing international law does not bring about the penalties that are also immediately inflicted with a violation of municipal law. But just as international law has always drawn its strength from horizontal enforcement — the pressure that states bring to bear upon each other to comply with the law — punishment and sanction come in like manner.
