    National Security Adviser Hermogenes Esperon Jr. yesterday said 113 Chinese fishing vessels were seen lat week at Sandy Cay in the South China Sea, for which he has recommended that the Philippine take "diplomatic action" against China. Foreign Affairs Secretary Teodoro Locsin Jr. said he has "fired off" a diplomatic protest with China.
