Former Defense secretary and Senate candidate Gilbert "Gibo" Teodoro emphasized the role of "blue economy" or the use of marine resources for economic development to achieve food security. The former congressman from Tarlac said that the Philippines' archipelagic setup makes it rich in marine resources which should be harnessed to address hunger and poverty.
