Foreign Affairs spokesman Charles Jose said the facilitated mechanism will provide guidelines for Philippine and Taiwanese law enforcement officials in addressing incidents at sea. “For this fisheries agreement, they’re setting procedure on how to deal with arrest of fishermen, detention and how to handle (similar) cases. There’s no maritime delimitation here, only how to manage illegal fishing,” Jose said in a briefing.en
