Internal disputes threaten the operations of the Southeast Asian Fishery Development Center (SEAFDEC). Two factions are reportedly locked in a struggle there - one headed by Dr. Flor Lacanilao, the present chief of the center, the other by Dr. Alfredo Santiago, a senior researcher. Santiago is reportedly at odds with Lacanilao on almost every area of the center's operations.
