A retired navy captain appointed by Vice President Salvador Laurel to a government office was ousted from his post yesterday by the Supreme Court, which ruled that the appointment was invalid. In a 15-page en banc resolution, the tribunal ordered retired Capt. Juan de Leon to allow Dr. Flor Lacanilao to assume the latter's post as chief of the aquaculture department of the Southeast Asian Fisheries Development Center (Seafdec).
