The country's agricultural research and extension program is being hampered by lack of funds, according to Agriculture Secretary Carlos Dominguez Jr. In a speech before participants to the seminar on aquaculture development in Southeast Asian Fisheries Development Center (Seafdec), Dominguez said research and extension, "crucial to the achievement of our goal of increased farm incomes, economic recovery and development," is inadequate because funding has been "almost nil."
