The Supreme Court yesterday settled the squabble between two Philippine government nominees to an executive position in an international agency. But the majority opinion, penned by Justice Florentino P. Feliciano, in turn spawned a legal controversy reflected in a vigorous dissenting opinion submitted by Justice Isagani A. Cruz who questioned the high court's jurisdiction over the disputed office.
