A fragile, movable room partition maintains the uneasy peace between two warring factions of the aquaculture department of the Southeast Asian Fisheries Development Center (SEAFDEC) at suit 901, State Financing Center, Ortigas ave., Mandaluyong, Metro Manila. The thin divider separates the cubicles of followers of Dr. Flor Lacanilao and Navy Capt. Juan De Leon, both claimants to the SEAFDEC aquaculture department directorship.
