    Sen. Juan Ponce Enrile questioned yesterday the allocation of P800 million in the 1999 budget for the international commitment fund. At the budget hearing yesterday, Enrile warned that he would move for the scrapping of any item in the fund that could not be completely justified. "I'll move for the use of the fund instead for the delivery of social services or for buying rice," he said. Another item in the fund that caught Enrile's eye was the P221-million provision for the Southeast Asian Fisheries and Development Corp. (SEAFDEC).
