    Excerpt
The Philippine Coast Guard (PCG) on Sunday said that a China Coast Guard (CCG) ship steered very close to one of its patrol ships in waters near Bajo de Masinloc (Scarborough Shoal) in Zambales. The PCG said that the incident which took place early this month was a clear violation of the 1972 International Regulations for Preventing Collisions at Sea which set out, among other things, navigation rules to be followed by ships and other vessels to prevent collisions. In an incident report, the PCG said its personnel monitored a CCG vessel with bow number 3305 doing "close distance maneuvering" towards BRP Malabrigo (MRRV-4402) which was patrolling the waters off Bajo de Masinloc on March 2.
