The seeding was led by Mayor Myrna Torres and Dan Baliao, Head of the SEAFDEC-TVES (Southeast Asian Fisheries Development Center-Technology Verification and Extension Section). The two officials also briefed the fishers about the project and appealed to them to protect the kapis breeders by keeping trawlers away from the site.en
