In 1996, we already had a shortfall of about 600,000 tons of fish. With globalization now a reality, we've gone beyond mere processing of imported mackerel to actual importation of bangus and even the lowly galunggong. In fact, there's outright dumping of fish from Taiwan, Thailand and Japan, which is killing our fishing industry, as nationals from those countries who are graduates of SEAFDEC beat us in our own fishing grounds. For instance, bangus fry smuggle from here have become a huge industry in Taiwan.
