The Southeast Asian Fisheries Development Center (Seafdec) Aquaculture Department based in Tigbauan, Iloilo continues getting water from the Guimbal River despite a cease order and ultimatum issued by Guimbal Mayor Richard Garin. Despite the firm decision of the Guimbal municipal government, Seafdec continues its extraction which is "an obstinate display of disrespect to the people and municipal government of Guimbal."
