Guimbal mayor Richard Garin and members of the Sangguniang Bayan have no right to stop South East Asian Fisheries Development Center (SEAFDEC) from extracting water from Guimbal River. This was declared by an official of the National Irrigation Administration (NIA) who cited Presidential Decree 1067 otherwise known as the Water Code of the Philippines.
