The Southeast Asian Fisheries Development Center (Seafdec) has admitted that it has violated certain provisions of the Local Government Code as regards its use of the Guimbal River. This it admitted in Dr. Rolando Platon's a meeting with Guimbal mayor Richard Garin recently. Garin earlier described as illegal Seafdec's continued extraction of water from the Guimbal river and its distribution to Barangay Buyuan in Tigbauan, Iloilo.
