Guimbal mayor Richard Garin described yesterday as illegal the Southeast Asian Fisheries and Development Center's (Seafdec) continued extraction of water from the Guimbal river and its distribution to barangay Buyuan in Tigbauan, Iloilo. "This is because it has failed to secure a municipal permit or a resolution from us for such operations as mandated by the Local Government Code of 1991," Garin, who wants Seafdec to cease from pursuing such activities effective May 19, said.
