If the rumors in the First District are to be believed, it appears that there's one person in SEAFDEC who deserved to be crucified for the ongoing clash between the municipality of Guimbal and SEAFDEC. This person has been identified by sources as Dan Baliao, who, currently, is the administration officer of SEAFDEC.
