W e are impressed by the flash of inspiration which sent the patriarch of the Garin clan in Guimbal, Iloilo on the warpath versus the South-East Asia Fisheries Development Centre (SEAFDEC), a government research facility at Brgy. Buyu-an, Tigbauan, neighbor of Garin's hometown. The term "flash of inspiration" might be a misnomer. It might not have suddenly dawned and it could have been the outcome of a tedious realization of three decades that SEAFDEC, after all, owes Guimbal unpaid bills for drawing water from the river that sprang from Igbaras and empties to the sea via Guimbal.
