Guimbal, a town 29 kilometers south of here, has declared a water war against the Southeast Asia Fisheries Development Center (Seafdec). The town has ordered Seafdec's aquaculture department to stop getting water from Guimbal River by May 19. Guimbal's Mayor Richard Garin said the water extraction "resulted in the lack of water supply" for his constituents.
