    The establishment of a Technology Promotion Center in Western Visayas was firmed up with the signing of the Memorandum of Agreement among its proponent entities which include the Land Bank of the Philippines, as initiator, the University of the Philippines in the Visayas, the Iloilo State College of Fisheries (ISCOF) and Southeast Asian Fisheries Development Center (SEAFDEC). The Technology Center is a response to the government's thrust towards food security and poverty alleviation.
