    The Bureau of Fisheries and Aquatic Resources (BFAR) hired 5,236 contract of service (COS) and job order (JO) personnel in 2018 but government auditors have raised questions, saying the expense incurred appears unnecessary. In BFAR's 2018 audit released last July 11, the Commission on Audit said the hiring of COS or JO is limited to consultancy where the person hired is expected to provide technical expertise for a special project to be completed within a specified period.
