    Coastal residents of Barangay Cagsao here lost their homes to a storm surge spawned by Typhoon “Loleng” (international name: Babs), which swept through the towns fringing San Miguel Bay. Twelve years after, the shore which the residents left is giving them a new lease on life. The shore had once been made barren by the storm surge—the rising of seawater resulting from its being pushed by strong winds.
