Earlier on Wednesday, Defense Secretary Delfin Lorenzana condemned the incident upon learning that the Chinese vessel fled, leaving the 22 Filipino fishermen “at the mercy of the elements” as their boat sank. Vietnamese fishermen arrived and rescued the Filipinos.en
