    One common and fundamental problem for aqua culture and so-called environmental impact assessment (EIA) is determining the carrying capacity or suitability of a water environment for production, or other issues pertaining sustainability, pollution, and human impact. In 1998, Dr. Rex B. Beleña, UPV oceanographer, teamed up with an energetic group from the Coastal Resource Management Project (CRMP) to develop a simple tool for determining suitability as an index of water "health.:
