A large dead fish, believed to be a mako shark, was discovered near the shore of Barangay Linaon in Cauayan, Negros Occidental, on Tuesday morning. Barangay Kagawad Jose Edgar Tomarong shared images and a video of the shark on social media. According to Tomarong, a local initially mistook the shark for driftwood, but upon closer inspection and with others gathering nearby, it became clear it was a dead shark.

A group of ecologically rich islands in Nueva Valencia, Guimaras, has been officially declared a natural park under a new law aimed at strengthening marine biodiversity protection and supporting community-based conservation efforts. President Ferdinand “Bongbong” Marcos Jr. signed Republic Act No. 12225 on July 9, converting the Taklong Island National Marine Reserve (TINMR) into the Taklong and Tando Group of Islands Natural Park. The law places the area under the National Integrated Protected Areas System, shielding it from extractive and environmentally harmful activities.

Senator Loren Legarda has filed the Municipal Fisherfolk Protection Act, seeking to reserve the entire 15-kilometer municipal waters exclusively for municipal fisherfolk to restore constitutional preferential rights and promote ecological sustainability in the Philippines’ coastal zones. The proposed legislation responds directly to the Supreme Court’s November 2024 decision in G.R. No. 270929, which upheld a lower court ruling allowing licensed commercial fishing vessels to operate in municipal waters beyond seven fathoms—overturning key provisions of the Philippine Fisheries Code that empowered local government units (LGUs) to enforce fishing regulations. According to the Supreme Court, “municipal water is a natural resource… vested to the national government agency, not with the LGUs,” stripping municipalities of their enforcement role under Section 149 of the Local Government Code.

When President Joe Biden and his White House welcome Southeast Asian leaders on May 12 for the start of a two-day US-ASEAN Summit, it is worth noting that they will be commemorating a 45th anniversary of this relationship, one that validates the administration's Indo-Pacific Strategy as well as charting the future direction of the US with ASEAN's 10 member states. If one of the goals of hosting this organization comprising Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand and Vietnam is to secure their participation in a multi-partner Indo-Pacific Pax Americana or“rules-based international order” to curb China's rising power in the disputed South China Sea, then what better timing for the US to join the UN Convention on the Law of the Sea (UNCLOS)?
